Dimension R0K-3tO is a dimension in which Red failed to stop Team Rocket and they took over Kanto. It is a very corrupt region with members of Team Rocket everywhere, partaking in several forms of criminal activity.
The URS arrives in the dimension to retrieve Guzzlord, which ultimately becomes a rescue mission after Phyco is captured.
