Dimension R0K-3tO is a dimension in which Red failed to stop Team Rocket and they took over the entirety of Kanto. It is a very corrupt region with members of Team Rocket scattered around every inch of the place, partaking in several forms of criminal activity.
The URS arrives in the dimension to take back Guzzlord, which ultimately becomes a rescue mission after Phyco was revealed to be captured.
